Medicaid Test Engineer

Job Specifications:

  • Experience with testing information technology (IT) systems in the public sector, including a successful track record supporting Medicaid Management Information Systems (MMIS) projects for State Medicaid agencies
  • Computer Science or related IT degree (alternatively 6 years of IT development or operations)
  • 2+ years IT testing
  • 1+ year test automation experience a plus
  • Hands on experience with an MMIS system that was built to specifications and brought up to production preferred
  • Ability to multi-task and work in a dynamic and collaborative team environment
  • Proficiency in writing test planning documents and reports, expertise with MS tools (MS Word, Excel, Outlook and Project)

Duties and Responsibilities:

  • Participate in test planning, including oversight and verification of testing accomplished by a development vendor
  • Develop User Acceptance Test (UAT) cases with client based on system requirements
  • Manage UAT testing teams as the testing lead and Assist with UAT test execution
  • Review vendor System test cases and results and provide recommendations
  • Perform test coverage analysis and verify requirements traceability
  • Execute, monitor, and report on test procedures and schedules and ensure conformance with project requirements, standards, practices, and procedures
  • Set up/Identify test data using live converted data [containing protected health information (PHI)]. Include determination and selection of specific conditions.
  • Manage defect reporting during testing phases
  • Interface with client and vendor project team members
  • Participate in test planning, including oversight and verification of testing accomplished by a development vendor

Lead Load and Performance (L&P) Engineer

Job Specifications:

  • IT-related BS degree (no exceptions)
  • ISTQB or other similar certification
  • 5 + yrs of automated L&P test work experience, including testing 3-tier architecture systems
    • Ability to clearly describe and explain concurrent loads and cumulative sessions totals
  • 5 + yrs of work experience with L&P tools such as LoadRunner, SilkPerformer or NeoLoad
    • Experience correlating L&P test scripts with various protocols (e.g., Oracle, MySql, Flex)
    • Knowledge of Virtual Users' memory-footprints for various languages and protocols
  • Strong SQL experience
  • Strong understanding of automated testing strategies and data-driven testing methodologies
  • Experience with testing Java and .NET applications.
  • Previous experience leading L&P test efforts; must have led at least one large scale-effort
  • Strong written and verbal communication skills
  • Test experience in the financial or mortgage industries

Duties and Responsibilities:

  • Interact with Client IT teams to develop and clarify Client L&P testing goals and expectations
  • Define the types of L&P test cases, system end-user roles and L&P test scenarios needed for Client's test goals
  • Research and document the L&P test environment to be used to conduct automated L&P test runs
  • Define the L&P test data requirements and related test data management practices (including test data creation) needed to support automated L&P test runs
  • Develop automated L&P test scripts to implement customer-provided user tasks
  • Collaborate with Client IT teams, as needed, to prep / manage the test environment for test runs
  • Schedule and execute the L&P test runs and ensure collection of the required performance measurement data for both the L&P test tool and designated infrastructure components
    • Supervise any Staff L&P Test Engineer as regards
    • Understanding the target system L&P test environment / platform(s)
    • Installation / management of the L&P tool load origination platform(s)
    • Understanding the L&P test cases and related test data, as needed, for L&P test runs
  • Development of automated L&P test scripts
  • Execution of test runs via the L&P test tool, per schedule, covering all operational conditions
  • Verify completion of collation of automated L&P test tool performance results; collect results

Business Analyst/Quality Assurance Analyst

Job Specifications:

The Business Analyst/QA Business Analyst position is responsible for assessing processes and products associated with the delivery of large system development projects.  Experience in systems development best practices and knowledge of the typical artifacts created as part of a system development project is required.  Knowledge of one or more government Health and Human Service programs, including Child Welfare, Medicaid, Child Care, Child Support Enforcement, Integrated Eligibility (SNAP, TANF, etc.), or Labor is a requirement. 

Duties and Responsibilities:

  • Work very closely with the business, technical, and management teams of both the client and the implementation vendor(s)
    • Thoroughly understand the contracts, roles, and objectives of the project and all partners of the project 
  • Evaluate the approach, performance and progress made in a project and identify and articulate the observations, findings, risks, and issues
  • Identify and provide mitigation strategies for project risks and alternative approaches for handling negative findings or issues
    • Create and maintain Risk and/or Issue Tracking Logs including issue, action item, and impact statements
  • Assess the system design and delivered functionality according to federal Certification requirements
  • Prepare reports of findings, observations, and outcomes/recommendations (reports must be clear, concise and include objective information)
  • Make periodic presentations on status and progress of the project to executive level management
  • Prepare and execute or review test cases and report the outcomes of the test execution
    •  Validate test results and provide recommendations as to the impact of test results on the acceptability of the system
  • Develop and maintain spreadsheets, databases, documents, etc. that are needed to support the assessment work products

Qualifications:

  • A minimum of 5 years experience in as a business analyst, programmer analyst, software test analyst, or QA/IV&V analyst on a state or local government project
  • Thorough understanding of health and human service business functions, for one or more of the programs list above
  • Knowledge of the components of Software Development Life Cycle and best practices
  • Strong analytical and organizational skills associated with evaluating products to predetermine standards
  • Experience with requirements management including, validation and traceability
  • Experience with software testing including planning, execution, and reporting
  • Experience and proficiency in preparing planning documents and written reports
  • Proven ability to report observations, conclusions, and making recommendations for improvement about project problems and issues; ability to focus and to be objective on the assessment of SDLC processes and products
  • Strong interpersonal skills that allow for moving comfortably in a business environment and to interface with all levels of customer staff
  • Ability to multi-task and work in a dynamic and collaborative team environment
  • Ability to work independently
  • Experience with MS tools (MS Word, Excel, PowerPoint, and Project)
  • Aptitude to prepare written documentation clearly and to express complex technical topics so that the target audience understands them
